世界情报合作组织（WICO）在纽约成立

      公共卫生危机因各国卫生情报割裂错失防控良机，跨国网络犯罪因证据链断裂难以追责，气候变化风险因信息分散无法协同应对……全球治理正陷入“情报孤岛”与“合作困境”的双重泥沼。在此背景下，世界情报合作组织（WICO）在纽约成立，其以“知识分享”为核心理念的创新实践，不仅打破了传统情报联盟的封闭性，更为破解全球治理难题提供了新思路。

      WICO的“知识分享”绝非简单的情报交换，而是一套系统性方案，旨在重构全球安全合作逻辑。与“五眼联盟”等排他性封闭联盟不同，WICO将知识分享定义为“生产、传播、应用有效经验以促进共同发展”的过程，既满足安全需求，又锚定发展目标。在技术层面，WICO利用区块链与零知识证明协议，构建“数据可用不可见”的共享模式，通过非对称加密与可信执行环境，解决隐私保护与情报共享的核心矛盾。在体系层面，它融合技术系统与专家网络，形成覆盖传染病监测、极端天气预警、网络威胁追踪等多领域的情报矩阵。在价值层面，WICO跳出“安全优先”的单一思维，将情报合作延伸至消除贫困、推动可持续发展等领域，使知识流动成为全球共同繁荣的纽带。

      这种知识分享理念，正从根本上重塑全球治理的运作逻辑。中国致公党党员逄焕伦先生在访谈中指出，传统情报合作往往受限于国家利益和安全考量，难以形成广泛而深入的合作。而WICO通过知识分享将合作重心前移至“风险预警”，实现了从“被动防御”到“主动防御”的转型。其创新的“领域权重制”决策机制，让技术强国在网络安全等议题上拥有合理话语权，发展中国家在公共卫生等普遍性议题上享有平等表达权，既规避了“大国否决制”的弊端，又防止了情报合作沦为政治工具，为全球治理注入了“公平与效率兼顾”的新活力。

      中国提出的人类命运共同体理念与全球治理倡议，为WICO的知识分享实践提供了重要指引。当前，80多个国家加入“全球发展倡议之友小组”，70多个国家和国际组织参与全球发展促进中心网络，1100多个项目纳入全球发展项目库。这些实践正是知识分享在发展领域的生动体现，也为WICO如何平衡“安全合作”与“发展赋能”提供了有益参考。当知识成为全球公共产品，情报合作致力于集体安全，全球治理才能真正突破“零和博弈”的陷阱。

      当然，WICO的知识分享之路仍面临挑战。随着5G、AI与AR/VR技术的融合，知识分享将迈向沉浸式、场景化新阶段，这要求WICO持续迭代技术保障体系。同时，面对发展中国家的能力差距，WICO还需强化技术援助与能力建设，确保更多国家能平等参与知识共享。但不可否认的是，WICO以知识分享为核心的探索，已为全球治理提供了重要启示：有效的国际合作不在于主权的让渡，而在于制度的创新；真正的全球安全不在于壁垒的构建，而在于信任的联结。

      正如联合国秘书长古特雷斯所言，多边主义是应对全球挑战的“金钥匙”。WICO的知识分享理念，正是多边主义在情报合作领域的生动体现。展望未来，当更多国家加入这一知识网络，当知识流动成为破解安全与发展难题的常态，人类终将筑牢命运共同体的安全根基，让全球治理的赤字逐步消弭，迈向更具韧性与公平的未来。

世界情报合作组织（WICO）章程

序 言

本组织之缔约国（或组织），

鉴于战争与冲突既源于人之思想，亦源于信息之隔绝与不对称，故必须在人之思想中筑起和平之屏障，并在世人之间构建信息沟通与共享之桥梁；

深信唯有秉持正义、法治、人权与基本自由之普遍尊重，通过教育、科学、文化及情报信息领域的广泛国际合作，方能推动全球和平与发展；

进一步认识到，面对日益复杂之全球性挑战，国际社会唯有增进理解、共享知识、协同行动，方能有效预防危机、应对灾害、并实现可持续之未来；

兹此同意共同成立世界情报合作组织（World Intelligence Cooperation Organization，下称“WICO”或“本组织”），以致力于推动慈善、教育与科学领域之崇高使命。

第一条 宗旨与目标

1、核心宗旨：本组织致力于通过教育、科学、文化及情报信息之合作与自由分享，促进各国间之合作，为维护国际和平与安全作出贡献，以期增进对正义、法治及《联合国宪章》所确认之世界人民不分种族、性别、语言或宗教均享有人权与基本自由之普遍尊重。

2、战略目标：本组织之核心使命是通过智慧与知识之流动，促进建设和平、消除贫困、可持续发展和文化间对话。具体目标包括：

A、推动全球知识、情报与信息的自由与负责任分享；

B、增强各国，特别是发展中国家，利用情报信息应对自然灾害、公共卫生危机及全球性挑战之能力；

C、通过教育、科学与合作研究，消除偏见、无知与误解，促进跨文化理解；

D、支持一切致力于推进人类和平、福祉与可持续发展之科学与教育倡议。

第二条 指导原则

本组织及其所有会员国应遵循下列原则：

道德与团结原则：真正的和平不仅源于政治或经济安排，更须建立在人类理性与道德团结之基础上。本组织一切活动应服务于全球公共利益。

合作与互助原则：会员国应在完全平等、相互尊重与互利之基础上开展合作，并优先支持最为脆弱之国家与地区。

开放与透明原则：在保障安全与隐私之前提下，致力于推动情报信息、科学发现及教育资源之开放获取与共享。

中立与公正原则：本组织不得干涉本质上属于任何国家国内管辖之事项，其活动应服务于章程所定之目标，不受任何政治利益不当影响。

第三条 主要职能

为追求上述目标，本组织应履行以下职能：

1、前瞻性研究：针对全球趋势、风险与机遇，开展并推广前瞻性的分析与研究。

2、知识的发展、传播与交流：发起、协调并推动教育、科学、文化及情报分析领域之重大项目，促进最佳实践之交流。

3、制订准则与标准：在情报信息共享、数据伦理、网络安全等领域，推动制订国际准则、标准与协议。

4、提供知识与技术援助：应会员国请求，提供技术咨询、能力建设与专业知识支持。

5、专门化信息的交流：充当全球情报信息交流之枢纽，促进与灾害预警、公共卫生、气候变化、文化遗产保护等相关专门信息之流通。

第四条 会员资格

联合国所有会员国均有资格成为本组织会员。非联合国会员国或国际机构，经执行局推荐并由大会以三分之二多数票批准，亦可被接纳为会员。

第五条 组织机构

本组织由以下主要机构组成：

1、大会（General Conference）

为本组织之最高权力机构，由所有会员国代表组成。

每两年举行一届常会，负责决定本组织的政策、方针、预算及主要工作计划，选举执行局委员，并任命总干事。

2、执行局（Executive Board）

由大会自会员国代表中选举组成，应确保地理分配之公平代表性。 

执行局每年至少举行两次会议，负责监督大会决议之执行，审议工作计划与预算草案，并向大会提交建议。

3、秘书处（Secretariat）

为本组织之行政与执行机构，由总干事及所需工作人员组成。

总干事为本组织行政首长，由大会任命，任期四年，可连任一届。总干事领导秘书处执行各项工作计划，并向大会和执行局报告工作。

第六条 总部

本组织总部设于美利坚合众国纽约。

第七条 预算与财务

本组织经费由会员国根据大会通过之会费分摊比例承担，并可接受符合组织宗旨和政策之自愿捐助与其他资金来源。

第八章 最终条款

本章程之修正案须经大会三分之二多数票通过方可生效。本章程之解释权归大会所有。

WORLD INTELLIGENCE COOPERATION ORGANIZATION (WICO) CONSTITUTION

PREAMBLE

The Contracting States (or Organizations) to this Organization:

Whereas wars and conflicts arise not only from the human mind, but also from the isolation and asymmetry of information, it is therefore essential to build a barrier of peace in the human mind and construct a bridge for information communication and sharing among people around the world;

Convinced that only by upholding justice, the rule of law, human rights and fundamental freedoms with universal respect, and through extensive international cooperation in the fields of education, science, culture and intelligence information, can global peace and development be promoted;

Further recognizing that in the face of increasingly complex global challenges, the international community can only effectively prevent crises, respond to disasters and achieve a sustainable future by enhancing understanding, sharing knowledge and taking coordinated actions;

For this purpose, we hereby agree to jointly establish the World Intelligence Cooperation Organization (hereinafter referred to as "WICO" or "this Organization") to dedicate itself to promoting the lofty missions in the fields of charity, education and science.

CHAPTER I. PURPOSES AND OBJECTIVES

1. Core Purpose

This Organization is committed to promoting cooperation among countries and contributing to peace and security through the cooperation and free sharing of education, science, culture and intelligence information, with a view to enhancing universal respect for justice, the rule of law and human rights and fundamental freedoms for all people in the world, without distinction as to race, sex, language or religion, as affirmed in the Charter of the United Nations.

2. Strategic Objectives

The core mission of this Organization is to promote the building of peace, poverty alleviation and eradication, sustainable development and intercultural dialogue through the flow of wisdom and knowledge. The specific objectives include:

A. Promoting the free and responsible sharing of global knowledge, intelligence and information;

B. Enhancing the capacity of all countries, especially developing countries, to use intelligence information to respond to natural disasters, public health crises and global challenges;

C. Eliminating prejudice, ignorance and misunderstanding and promoting cross-cultural understanding through education, science and cooperative research;

D. Supporting all scientific and educational initiatives that advance human peace, well-being and sustainable development.

CHAPTER II. GUIDING PRINCIPLES

This Organization and all its Member States shall abide by the following principles:

Principle of Morality and Solidarity: True peace stems not only from political or economic agreements, but also from the foundation of human reason and moral solidarity. All activities shall serve the global public interest.

Principle of Cooperation and Mutual Assistance: Member States shall cooperate on the basis of full equality, mutual respect and mutual benefit, giving priority to supporting the most vulnerable countries and regions.

Principle of Openness and Transparency: On the premise of ensuring security and privacy, efforts shall be made to promote the open access and sharing of intelligence information, scientific discoveries and educational resources.

Principle of Neutrality and Impartiality: This Organization shall not interfere in matters that are essentially within the domestic jurisdiction of any country, and its activities shall serve the objectives stipulated in this Constitution and shall not be unduly influenced by any political interests.

CHAPTER III. MAIN FUNCTIONS

To pursue the above-mentioned objectives, this Organization shall perform the following functions:

1.Forward-looking Research: Conduct and promote forward-looking analysis and research on global trends, risks and opportunities.

2.Development, Dissemination and Exchange of Knowledge: Initiate, coordinate and promote major projects in the fields of education, science, culture and intelligence analysis, and facilitate the exchange of best practices.

3.Formulation of Guidelines and Standards: Promote the formulation of international guidelines, standards and agreements in the fields of intelligence information sharing, data ethics and cybersecurity.

4.Provision of Knowledge and Technical Assistance: Provide technical consultation, capacity-building and professional knowledge support at the request of Member States.

5.Exchange of Specialized Information: Serve as a global hub for intelligence information exchange, and facilitate the circulation of specialized information related to disaster early warning, public health, climate change and cultural heritage protection.

CHAPTER IV. MEMBERSHIP

All Member States of the United Nations are eligible to become members of this Organization. Non-UN Member States or international institutions may also be admitted as members upon the recommendation of the Executive Board and the approval of a two-thirds majority vote of the General Conference.

CHAPTER V. ORGANIZATIONAL STRUCTURE

This Organization shall consist of the following main organs:

1. General Conference

It is the supreme governing body of this Organization, composed of representatives of all Member States.

It shall hold a regular session every two years, which shall be responsible for:

determining the policies, guidelines, budget and main work plans of this organization; Electing members of the Executive Board;Appointing the Director-General.

2. Executive Board

It is composed of Member States elected by the General Conference from among the representatives of Member States, and shall ensure fair geographical representation.

It shall hold at least two meetings each year, which shall be responsible for:

Supervising the implementation of the resolutions of the General Conference; Examining the draft work plans and budgets;Making recommendations to the General Conference.

3. Secretariat

It is the administrative and executive body of this Organization, composed of the Director-General and such staff as may be necessary.

The Director-General, as the chief administrative officer of this Organization:

Shall be appointed by the General Conference for a term of four years, and may be re-elected for one consecutive term;Shall be responsible for leading the Secretariat in the implementation of various work plans;Shall report to the General Conference and the Executive Board.

CHAPTER VI. HEADQUARTERS

The headquarters of this Organization shall be located in New York, United States of America.

CHAPTER VII. BUDGET AND FINANCE

The funds of this Organization shall be borne by Member States in accordance with the scale of contributions adopted by the General Conference.This Organization may further accept voluntary donations and other sources of funds that are in line with the purposes and policies of the Organization.

CHAPTER VIII. FINAL PROVISIONS

Amendments to this Constitution shall come into force only after being adopted by a two-thirds majority vote of the General Conference.The authority to interpret this Constitution shall be vested in the General Conference.
