American politicians, on the other hand, are still limited by fragmented politics and musty economic dogma that suspects all government intervention. But a judicious industrial policy doesn't conflict with democracy, the manifestation of national will and strategic vision.

If America refuses to learn from China, it will continue to lag behind, not because of China's suppression of freedom, but because of its focus on economic independence, state strength, and technology self-sufficiency. Learning from China is not copying its system of government; it is being willing to be radical to take a whole-of-nation approach to protecting competitiveness. The real risk is not copying China's instruments, but ignoring them out of fear or arrogance. In a techno-industrial era of competition, China is the trendsetter.
