【海外看中国】各国网友热议疫情下的中美关系

自武汉新型冠状病毒爆发以来，美国多次表示要对中国提供援助。但是连日来美国的做法却与此截然相反，让我们梳理一下：

1月28日，美国卫生部长阿扎多次影射中国在应对疫情问题上与美国不合作，要求“保持合作与透明”。

而事实上，从1月11日开始，我国就与世界卫生组织分享了新型冠状病毒的基因序列，并且每日都进行全国确诊病例和疑似病例数据。要合作也是和世卫组织合作，为什么要和美国合作呢？美国什么时候又代替了世界卫生组织？

1月29日，白宫贸易顾问纳瓦罗对外表示，美国不会因为疫情问题取消对华关税。

1月30日，美国商务部长罗斯对媒体表示，疫情有助于工作机会回流美国，这是好事。

1月31日，美国国务卿蓬佩奥访问英国期间，不忘继续抨击中国，游说英国拒绝华为产品，还不忘继续抹黑中国。

2月2日，美国国务卿蓬佩奥在访问哈萨克斯坦时表示，哈萨克斯坦与中国接壤，边境线很长，而这正是这种疾病的源头，我们正在帮助哈萨克斯坦，这样就不会爆发大规模疫情。同时，蓬佩奥还要求哈萨克斯坦一起对中国施压，遭到哈萨克斯坦拒绝。

2月2日，美国的媒体又因为新冠肺炎的疫情，催生了对华人乃至亚洲人的排斥情绪。而加州大学伯克利分校发了一则“排外是面对新冠病毒的正常情绪”的公告，刻意为这些情绪辩解。 

唯一的一次援助还是一则网上流传的关于“中国政府和媒体瞒报美国派来武汉撤侨的货机曾给中国送来防疫物资”的假消息。

1月30日，确实有一架从美国飞来的货机抵达无锡机场，但该架客机与美国撤侨的那架货机并非同一架飞机，其所携带的防疫物资是美国的华人华侨、留学生和中国企业通过“一点资讯”筹集而来的。

直到2月4日，来自美国的一批援助防疫物资才运抵武汉（无论如何，对美国的医疗物资援助还是要表示感谢，但是对于美国其他落进下石的行为必须进行坚决抵制）。关于“新型冠状病毒下美国是否会向中国提供援助”这个问题，各国网民又是如何看的呢？

If the US really wants to help, it’s really simple. Donate medical masks, suits, gloves like what Japan, Korea, Germany or Pakistan are doing. Not just talk the talk. Walk the walk already. Donate! China will open her arms with the most sincere welcome.

There is no need to all the publicity about ‘oh we want to help China by going over to China. But China refused.’

Guess what, you can send representatives to join the WHO team together with other countries to go to China. You can join efforts with other countries in studying the virus and make great strides in combating it. And trust me, this can be done in the US with your advanced bio tech programs and labs which are not in China but in the US.

What’s with insisting on going to China to offer help and getting refused? Seems to me just a publicity stunt.

If the US wants to help, then help. If you don’t, then don’t. It’s really that simple. No need to be a drama queen here crying foul by you CDC head for China’s refusal for his visit. Him visiting achieves nothing. It’s not help. It’s politics.

你猜怎么着，你可以派代表和其他国家一起加入世界卫生组织的团队去中国。你可以与其他国家一起努力研究这种病毒，并在防治方面取得重大进展。相信我，这可以在美国完成，你先进的生物技术项目和实验室不是在中国而是在美国。

坚持到中国提供帮助却遭到拒绝，这是怎么回事？在我看来，这只是一个宣传噱头。

如果美国想帮忙，那就帮忙。如果你不想，那就不要。真的很简单。没必要成为一个戏精，因为中国疾控中心主任拒绝他的访问而在这里大喊大叫。

The chances of you knowing someone who has this virus is about as likely as you winning the lottery. The chances of you contracting the virus outside of Wuhan is like winning the lottery 2 days in a row. You have to remember.

USA has declared China as an enemy, not a friend.

The same way it declared USSR an enemy before beginning huge PR brain washing campaign to scare all Americans about Communists coming to get them... Lol

Because of Trump's impeachment, he is hiding behind his attack dog, Pompeo to go around and spread this fear.

Why on earth would China ask someone who has declared them as an enemy for help? Would USA ask Syria for help? WHO has already declared China as doing an excellent job but all of Western media only portrays China as incompetent or some kind of cover up. It is embarrassing and shameful right now to be part of Western media.

The USA is a “for profit” nation it does nothing for free.

Meanwhile, the top virologists around the world are working on a vaccine. Australian scientists have managed to replicate the virus, so we now have more information as to how the virus mutates. That is the first step in creating a vaccine.

China has nearly 1.4 billion residents, four times that of the USA,, and yet there is only somewhere between 7k and 10k confirmed cases exhibiting typical flu symptoms ranging from feeling unwell to feeling very unwell. Of those confirmed cases only 236 have died as of last Saturday (most of which had a pre-condition = a compromised immune system). China must be doing something right!

Many suspect it is part of the trade war and a strategy to keep up the pressure on getting Xi Jin Peng to resign. The US sponsored the Hong Kong protests and failed there.

The trade war is a war by any other name. Xi Jin Peng will not bend. He is known for his ability to withstand pressure which he considers to be not in the interests of survival or his country.

In 1997 there was a similar scare in India with what the west ‘confirmed’ was the bubonic plague. It began in the western Indian city of Surat and spread to Delhi. The Indian government had refused to float the rupee and conform to certain US demands.

The scare caused India several hundreds of millions of dollars in lost trade and interruptions to business. Just as it is with China most of the stories about the plague and its intensity and fatalities came from western nations. Air India was refused entry to all countries throughout the world.

In the end it was discovered that a variant of the Asian flue was at the centre of the scare. It was downgraded first to the teutonic plague then beginning with France all western countries gave India the all clear. None apologised.

If the Chinese panic enough they will riot and cause the Politburo to force Xi Jin Peng’s exit. Thats what the US in particular want.

China has all the resources and expertise to handle the epidemic, US crisis management is below par, Chinese scientists had identified and decoded the Coronavirus genetic RNA in record time, the data had been disseminated to global medical scientific communities and vaccine researchers.

China had initiated appropriate measures to curb the spread of the epidemic, WHO chief had visited Beijing and meet with Chinese officers and experts and convinced that China can handle the epidemic better than any country. He also advised countries not to over react, evacuation is unnecessary.

German SARS expert also in China to assist Chinese companies, labs and agents to share his experience in development of the vaccine. UK professor at Imperial College London also confirmed that they had received very details coronavirus decoding RNA data from Chinese scientists and will proceed with vaccine development, it may take few months.

Meanwhile US official and White house are scrambling to digest the information and development in disappointment. Surprised to find that China had coupe so well and so fast.

China will complete 2 x 1000 beds hospitals within week to prepare for the need to isolate patients as need arise. China mail had dedicated special squat to deliver all medical equipment and supply to Wuhan within 24 hours. All major cities are in full alert, all in bound vehicles and passengers are screened. 12 cities around Wuhan are lockdowned, the 5 millions citizens left Wuhan before lockdown were traced and monitored.

US should send in her officers to learn how China crisis management and measures that were implemented in such fast speed, so that Katrina like disaster will not repeat again in future.

The crisis in China is not something Trump cares about. His focus just before the virus was his “new trade deal” with China—which we have not seen (I think). This is also something his supporters do not care about—probably even if cases become much more common n the US.

Trump does need another distraction from the other bad things threatening him, but this is not likely to be one he’ll choose. I also agree with others who answered. China can handle this better than we can.

Because, whilst it is a crisis, it is not a large enough crisis to warrant significant international collaboration. Currently, several countries are taking their own measures to prevent the virus establishing itself in their home territory i.e the UK and Australia are quarantining all travellers from Wuhan for 14 days before being allowed to return to the general public. This does not mean however that significant material aid is needed to combat the virus and western involvement would not bring much benefit. China, because of its authoritarian and centralised government, is well-placed to deal with crises and is able to marshal resources at a greater scale than western nations: the building of an 1000 bed hospital to deal with coronavirus patients in just ten days is testament to the effectiveness of the Chinese state apparatus. However undemocratic and alien this seems to western eyes it is undoubtable that China, perhaps better than any other nation, is able to better react to a crisis such as this and as such American state aid would not provide much beyond what the Chinese are already doing. Many of the top virology agents are already working in China to understand the virus on a private basis and there is little the US government could provide that Beijing does not already possess. Coronavirus is not yet a humanitarian crisis with mass refugees and requiring of aid as the Chinese government is keeping tight control of developments within its territory. Therefore as it stands Beijing is more able than any other power to deal with the virus domestically without foreign aid, and if the virus spreads far enough that aid is needed the US will have enough on its plate preventing its spread in America than providing aid to other countries.
