​时政文本英译：“新诗改罢自长吟”

诸位读者，好久不见！

闭关工作结束，过了一个月没有手机和网络的自律生活。昨日集中恶补近期外媒旧闻，尤其细读了拜登政府10月12日发布的《美国国家安全战略》报告。

细读报告，文刀君有一种“似曾相识”的感觉，尤其和最近的党代会报告对照阅读。

拜登政府说，to advance shared prosperity domestically，我们讲“促进共同富裕（promote common prosperity）。

拜登政府说，modernize and strengthen our military，我们讲“加快国防和军队现代化建设（move faster to modernize our national defense and the armed forces）”。

拜登政府说，美国与其盟友“优势互补（are mutually reinforcing）”，我们讲“构建优势互补的区域经济布局和国土空间体系（develop a regional economic layout and a territorial space system that complement each other's strengths）”。

“优势互补”一词的两种英文译法可以视情况互换。

拜登政府强调“critical and emerging technologies （关键和新兴技术）”，我们讲“关键核心技术（core technologies in key fields）”以及“战略性新兴产业（strategic emerging industries）”。

像《国家安全战略》这类时政报告，主基调难免枯燥。但是，我们读英文，还是能感受到起草者尽量给文字增加感染力的努力。

比如，拜登政府说，

There’s not a single thing we cannot do as a nation when we do it together—and I mean that—not a single solitary thing.

We are now in the early years of a decisive decade for America and the world.

选词用词使用头韵修辞（s, s；d, d)，读起来多一丝韵律。

美国这份报告全篇“our”含量极高，多次重复our，读来铿锵有力。比如这句：

Our economy, our population, our innovation, and our military power continue to grow, often outpacing those of other large countries.

使用头韵修辞以及适当重复词语，在时政文本英译里也大有用处。

我们说，以中国式现代化推进中华民族伟大复兴，统揽伟大斗争、伟大工程、伟大事业、伟大梦想。

We have made well-coordinated efforts to advance our great struggle, our great project, our great cause, and our great dream. 

我们说，既不好高骛远，也不因循守旧。

We will neither pursue grandiose goals nor go by the rulebook.

走笔至此，文刀君想起杜甫的一句诗：新诗改罢自长吟。

天才如杜甫，新诗作罢还要不断推敲修改，改后还要“长吟”。长吟，就是要尽量让文字读出来有节奏感、有感染力。诗歌的美，既体现在字词的推敲，也体现在“长吟”出来的声韵。

时政文本英译与诗歌创作当然有天壤之别，但翻译实践中可以借鉴杜甫的“新诗改罢自长吟”。有时候，目之所及不觉译文佶屈聱牙，读出来却是另一个感觉。你觉得呢？
