中美战略竞争:不可避免的斗争

2017年底,美国发布《国家安全战略》之际已经公开的表示了将中国和俄罗斯视为竞争对手的态度,确定了未来的战略目标,即展开大国竞争并取胜。

China and Russia challenge American power, influence, and interests, attempting to erode American security and prosperity. They are determined to make economies less free and less fair, to grow their militaries, and to control information and data to repress their societies and expand their influence. 

译:中国和俄罗斯挑战美国的实力、影响和利益,企图侵蚀美国的安全和繁荣。中俄意图通过削弱经济自由和公平、扩展军队以及控制信息和数据来压制社会和扩大他们影响力。

2018年初,美国又发布了《国防战略报告》,从公开的脱密版更是可以看到如下的描述:

China is a strategic competitor using predatory economics to intimidate its neighbors while militarizing features in the South China Sea.

这是床破执政后美国在国家战略层面的明显变化。

2018年2月13日,美国国家情报总监Daniel R. Coates在美国参议院情报委员会进行一年一度的《全球威胁评估》是指出:

China and Russia will seek spheres of influence and to check US appeal and influence in their regions. Meanwhile, US allies’ and partners’ uncertainty about the willingness and capability of the United States to maintain its international commitments may drive them to consider reorienting their policies, particularly regarding trade, away from Washington.

Russia, China, Iran, and North Korea will pose the greatest
cyber threats to the United States during the next year.

China will continue to use cyber espionage and bolster cyber attack capabilities to support national
security priorities. The IC and private-sector security experts continue to identify ongoing cyber

cyber commitments of September 2015. Most detected Chinese cyber operations against US private
industry are focused on cleared defense contractors or IT and communications firms whose products
and services support government and private sector networks worldwide. China since 2015 has been
advancing its cyber attack capabilities by integrating its military cyber attack and espionage
resources in the Strategic Support Force, which it established in 2015.

The United States will face a complex global foreign intelligence threat environment in 2018. We assess that the leading state intelligence threats to US interests will continue to be Russia and China, based on their services’ capabilities, intent, and broad operational scope.

China, for example, has acquired proprietary technology and early-stage ideas through cyber- enabled means. At the same time, some actors use largely legitimate, legal transfers and relationships to gain access to research fields, experts, and key enabling industrial processes that could, over time, erode America’s long-term competitive advantages.

Both Russia and China continue to pursue antisatellite (ASAT) weapons as a means to reduce US and allied military effectiveness. Russia and China aim to have nondestructive and destructive counterspace weapons available for use during a potential future conflict. We assess that, if a future conflict were to occur involving Russia or China, either country would justify attacks against US and allied satellites as necessary to offset any perceived US military advantage derived from military, civil, or commercial space systems. Military reforms in both countries in the past few years indicate an increased focus on establishing operational forces designed to integrate attacks against space systems and services with military operations in other domains.

China will continue to pursue an active foreign policy—especially in the Asia Pacific region—highlighted
by a firm stance on its sovereignty claims in the East China Sea (ECS) and South China Sea (SCS), its
relations with Taiwan, and its pursuit of economic engagement across the region. Regional tension willpersist due to North Korea’s nuclear and missile programs and simmering tension over territorialand maritime disputes in the ECS and SCS. China will also pursue efforts aimed at fulfilling its
ambitious Belt and Road Initiative to expand China’s economic reach and political influence acrossEurasia, Africa, and the Pacific through infrastructure projects.

究其根源,特朗普的民粹保守主义可谓美国主体杰斐逊主义的延伸,也体现了一种新的融合主义。正如其曾经的首席智囊史蒂文·班农(Steven Bannon)所说的,特朗普融合的是传统保守主义、民粹主义和经济民族主义(economicnationalist)。传统保守主义整合了信奉市场自由主义和道德文化保守主义的传统共和党人,民粹主义则将茶党以及以茶党为代表的美国普通群众纳入特朗普的基本盘,经济民族主义更是将从新政以来即是美国民主党铁杆支持者的美国白人工人阶级变成了共和党的拥护者。这种新的融合主义以“让美国再次强大”为核心口号,可以说是自从里根革命以来保守主义历史发展的最重要的阶段。

注:床破的这种新融合主义暂时就称为“床破主义”(Trumpism)吧。其特征是直接诉诸最普通民众的情感、意志和偏好,在对外政策上则主张和信奉国家主义(反对国际化)、工业主义(反对自由贸易)和一定意义上的孤立主义政策(反对对外干预)。有人认为是美国传统的杰斐逊主义的延续,因为杰斐逊主义者认为,美国的外交政策不应在对外传播民主上着力过多,而应致力于在国内维护民主制度;在对内政策上则主张反非法移民、减税、加强军备。

同样来自俄国的观察者也指出:

Trump and Trumpism demonstrate good compliance with the Jacksonian paradigm, i.e. American nationalist populism.

译:床破和床破主义表现出符合杰克逊主义的范式,即美国民族主义中的民粹主义。

更进一步指出:

Trumpism became a reality by virtue of the high demand for a figure capable of consolidating protest sentiments and expressing the hopes of numerous electorally significant interests. Yet, the success of the rightist populism personified by Trump does not boil down to the figure of an establishment-rejecting rebel. The electorate and stakeholder groups who brought Trump to the White House voice a broader demand for transformation of the American political system, the model of social mobility and access to resources. The fact that this model was turning increasingly closed for millions of Americans, generated Trumpism.

译:得益于对能压制抗议情绪与表达对众多与选举相关的重大利益的希望的愿景的高度需求使得床破主义成为现实。然而,床破所塑造的民粹主义右翼的成功并不能归结为反建制派叛乱的成功。把床破送到白宫的选民和利益团体对改变美国政治制度,即社会流动和资源获取模式,提出了更广泛的要求。对数百万美国人而言,这一模式越来越封闭的事实(即“阶级固化”与“贫富悬殊”)引发了床破主义。

在这种新融合主义的理论基础上,床破制定了美国新的国家安全战略,并开展了系统性的操作:

1、政府内建制派官员的清洗:床破连续更换了国务卿国家经济委员会主任国家安全事务助理等重要官员,在政府内形成了一致意见。(组织准备)

2、减税。(经济与民意基础准备)

3、对中国新兴领域发动贸易调查技术管制。(技术战)

4、借由贸易谈判,利用互联网等现代手段宣传中国官员不了解国际贸易规则美国将以对等促进中国内部经济改革中国不保护知识产权等似是而非的观点,结合施加惩罚关税等的贸易压力,达到引导民意,干扰中国政府采取应对政策或迫使中国政府采取错误政策。(政治战)

5、打台湾牌西藏牌,激化中国周边安全形势。(地缘政治)

6、打伊朗牌,恶化全球石油供给,在强美元情况下稳定油价,加速收割新兴市场。(能源战)

注:政治战的定义如下,

Political war is the use of political means to compel an opponent to do one’s will, political being understood to describe purposeful intercourse between peoples and governments affecting national survival. Political war may be combined with violence, economic pressure, subversion, and diplomacy, but its chief aspect is the use of words, images, and ideas, commonly known, according to context, as propaganda and psychological warfare.

译:政治战是使用政治手段迫使对手按照己方的意愿行事,政治可以理解为影响国家生存的人民与政府间有目的的交流。政治战可以与暴力、经济压力、颠覆、外交相结合,但它主要使用文字、图片、观念等手段,通常根据上下文也被称为宣传和心理战。如果对政治战有兴趣可以自行阅读兰德公司的报告,报告编号:RR1772。

有人这样评价床破的贸易战,他引起了很多不必要的风险,但如果放任中国发展将引起系统性的风险,因此需要更好的途径。2018年5月3日,美国的皮尤研究中心发布的调查报告也证明了美国多数人是赞同这一评价的。

If Washington is serious about altering China’s economic and industrial policies, it must focus the relationship on these issues and then redefine the costs/benefits for Beijing. On specific concerns, Washington could use the threat of targeted sanctions to press the Chinese to enter into time-bound negotiations to address solvable problems. More broadly, the United States could muster a strong chorus of countries and companies that each underscore to Beijing a uniform set of specific priority requests about areas where it needs to adjust its practices. In other words, Trump could shift the problem from a U.S. vs. China contest of wills toward a world vs. China effort to create a level playing field for all to compete fairly in the 21st century global economy.

根据中国商务部2017年发布的《关于中美经贸关系的研究报告》,美国目前处于全球科技的大幅领先地位。

2016 年全球最大的 15 家科技公司中有 10 家总部位于美国。2015 年全球 500 强科学研究机构排名中,美国有198 家大学和研究机构入选,其中前 10 名的研究机构中有 9所来自美国。世界 149 个热点和新兴研究前沿领域中,美国在 143 个领域都有核心论文入选,在 108 个领域的核心论文数排名第一,世界科学研究的前沿突破有 8 成来自美国。这决定了美国产品设计、研发能力独步全球,雄踞全球制造业产业链的高端。

但美国人越来越不淡定,代表性的观点认为基于中国的市场规模与治理方式在全球化条件下最终将取代美国,因此必须采取预防性的行动。

这就是中美此次冲突的根源,其心理基础是美国自身的改变。近期观察者网翻译的一篇文章向我们描述了美国的全球主义者与反全球主义者的撕裂、斗争与合作。在文中我们看到既不进步也不保守的全球主义者(建制派);拥有创造更平等社会的愿景的、拥护的“社会主义”理念的、被主流媒体完全屏蔽的、加速聚集起来的反全球化左翼(改良派);对阶级问题、政治阴谋、制度腐败不满,认定全球化体系已经坏到无法修复的,扎根于失落的白人中产阶级中的反全球化右翼(民粹派)。

注:此处的社会主义为民主社会主义,而不是科学社会主义。改良派是所谓美国民粹主义的左翼,而民粹派则是美国民粹主义的右翼。

所谓反全球化左翼发现自己与工人阶级的距离,比与百万富翁的距离还远。而反全球化右翼如同上世纪三十年代将怪罪犹太人作为缓解有关资本主义矛盾之爆炸性批评的一个极端而有效的方法的各类人士一样糟糕。而且反全球化右翼似乎天然的与军队有着密切的联系。

2018年3月28日一篇题为《Why Does Everyone Hate Made in China 2025?》的文章引起了我的兴趣。文中作者称:

In the saga of the U.S.-China economic rivalry, Made in China 2025 is shaping up to be the central villain, the real existential threat to U.S. technological leadership.

译:在美中经济竞争的传奇中,“中国制造2025”正在成为中心问题,这是对美国技术领先地位的真正存在的威胁。

作者继续说道:

Made in China 2025 lays out targets for achieving 70% “self-sufficiency” in core components and basic materials in industries like aerospace equipment and telecommunication equipment by 2025. That could devastate countries like South Korea and Germany, where hi-tech sectors constitute a large share of industrial output and exports.

托马斯·弗里德曼,《世界是平的》的作者,一位著名的全球化支持者,在中美就贸易战进行的首轮谈判前,这样写道

That is what this moment is about — that’s why it’s a fight worth having. Don’t let the fact that Trump is leading the charge distract from the vital importance of the U.S., Europe and China all agreeing on the same rules for 2025 — before it really is too late.

至于那些信仰民主社会主义的人们,只要我们想想在一战前他们的前辈如何迅速的转向社会沙文主义,我们的理智应该就会告诉我们,对于他们来说:“打中国也是选项”。

所以中美发生战略竞争是必然的,是客观力量变化对人心侵蚀的必然结果,无论美国的建制派、改良派还是民粹派只有经过一番激烈的较量才会最终冷静。


Treat Beijing as an enemy, and it is quite certain to emerge as an enemy.
